CONSTANȚA COUNTY COUNCIL, ROMANIA

General information

Constanța County Council is the local public administration authority that coordinates the activities of all commune, city and town councils in order to provide county public services. It was established in June 1992, according to Law no.69/1991 on local public administration. In Constanța County there are 70 administrative-territorial units (58 communes, 9 cities and 3 municipalities). The institution fulfills the following main categories of attributions:

  1. the establishment, organization and functioning of the specialized apparatus of the county council, of the public institutions of county interest and of the autonomous societies and administrations of county interest;
  2. the economic and social development of the county;
  3. the administration of the public and private domain of the county;
  4. tasks regarding the management of public services of county interest;
  5. the interinstitutional cooperation at internal and external level;
  6. other duties stipulated by law.

In accordance with the legal regulations in force, Constanța County Council has an internal specialized administration structure that comprises 14 departments and various subordinated institutions in the following domains: culture, special education, health, social assistance, public services of county interest.
Constanța County Council has proven over time that it has the professional and financial capacity to manage a considerable number of projects with non-refundable financing, under various structural instruments. In fact, at institutional level, various projects financed by Regional Operational Program 2007-2013, Increase of Economic Competitivity Sectoral Operational Programme, Romania-Bulgaria CBC Operational Program, etc were sustained efficiently.

Project activities and results

Activity M.2 – Monitoring and assessment

Monitoring and assessment of the project will be carried out using the following instruments: work meetings with the project team members to permanently analyze the ongoing implementation stages (elaboration and submission of activity reports, used working tools, encountered difficulties, proposed solutions, etc.) and discussions among the project team members in order to identify potential problems encountered during implementation of activities (analysis of the degree of progress according to the work plan, analysis of compliance with the quantitative and qualitative parameters of the investment, framing the established budget, etc.).

Activity T.1.1 - Acquisition of the monitoring system of environment by partners from Romania, Republic of Moldova and Bulgaria

All partners involved in the project will purchase a multi-agent monitoring environmental station in order to provide information about emission levels using remote monitoring and reporting of noise, dust and vibration and, thus, obtain an overall view of the actual situation of the environmental parameters in the partner countries and thus in Black Sea Basin area.

Results:

Activity T1.2 – Acquisition of specific services for creation of the online platform

This online platform will present the information collected by the partners’ monitoring environmental stations (Romania, Republic of Moldova, and Bulgaria). The online platform will serve all stakeholders which can access the information whenever they want and use it to develop policies, strategies and do different specific activities.

Results:

Activity T2.1 – Acquisition of external services for developing a mobile application

A mobile application will be developed by the Lead beneficiary, which will be available in all partnership language, in order to be used by young people from each country. The application is a game, created for the young public to learn environmental protection measures to be taken, and also information on how to act during notable risks such as earthquake, flats and forest fires through an innovative and interactive way.

Activity T2.2 - Acquisition of external service for purchasing information materials regarding environmental protection to be disseminated among population

The informational materials will contain aspects regarding environmental issues and methods of protecting the environment will be disseminated among population in order to increase public awareness regarding environment. The purchased materials will be disseminated among population in order to inform it regarding environmental issues and environmental protection methods.

Results:

Activity T4.1 Acquisition for a special vehicle for interventions for rough terrain

The special vehicle will be used by Lead beneficiary to reach rough areas and spots, inaccessible for normal vehicle, in case of dangerous situations involving fires, flats or earthquakes. In the same time, the special vehicle will be used in activities such as prevention and dissemination of informational materials and will be used carrying the special environmental system, for collecting environmental data.

Activity C.1 Communication start-up activities

Constanta County Council has distributed the press release in the local media. The press release observed the stipulations and template of the Communication and Visibility Manual of the Programme, with the specific mentioning that the funding was provided by the European Union, with the amount in both euro and local currency.

Activity C.2 Public events

On 17.07.2018 Lead beneficiary has organized the initial press conference with the participation of the representatives of partners, local, regional, national public authorities, specialized institutions, infrastructure and (public) service providers, interest groups including NGOs, higher education and research, mass media, general public will be invited. Promotional materials created on templates provided by Communication and Visibility Manual of the Programme were disseminated.

Results:

One common event will be organized in Romania and it is meant to gather all partners involved in the project, representatives of partners, local, regional, national public authorities, specialized institutions, infrastructure and (public) service providers, interest groups including NGOs, higher education and research, other interested stakeholders to enhance knowledge, skills and capacity building in relation to the outputs of the project.

Results:

The final press conference will be organized with the participation of representatives of partners, local, regional, national public authorities, specialized institutions, infrastructure and (public) service providers, interest groups including NGOs, higher education and research, mass media, general public. Promotional materials created on templates provided by by Communication and Visibility Manual will be disseminated.

Activity C.3 Promotional materials

The production of promotional materials will be limited to what is absolutely necessary. Implementation team members will submit to the JTS for approval all information and publicity materials used in accordance with the information and publicity measures mentioned in the Communication and Visibility Manual of the Programme. The promotional materials will ensure the visibility and adequate promotion of the project, the objectives and results to be obtained at the end of the implementation period.

Activity C.4 Digital activities

The website created under the project will present identification data, description of objectives, activities and results, status of implementation, pictures and observe the stipulations of the Communication and Visibility Manual of the Programme.
