Ungheni District Council is a public authority of level II, representing the Ungheni district, with an area of 108,300 ha and a population of 110 thousand inhabitants, in 33 local authorities of level I (2 cities, Ungheni and Corneşti, 19 communes and 12 villages). Ungheni district is located in the central - western part of the Republic of Moldova, near Prut River, which represents the border between Romania and Republic of Moldova. The main activities of the institution are developed in domains like economy, environment, culture, health and social protection, communal and recreational, public services, etc.
The most important projects implemented by the institution are: developing cross border agricultural business support, creation of a public-private partnership in the production and delivery of alternative energy sources based on biomass, creation of an agricultural market in Sculeni village and a resting area in natural reservation “Plaiul Fagului”, construction of an ecological information and educational Center in Radenii Vechi and rehabilitation of a transport infrastructure section Ungheni-Cetireni-Alexeevca.

Project activities and results
Activity M.2 – Monitoring and assessment
Monitoring and assessment of the project will be carried out using the following instruments: work meetings with the project team members to permanently analyze the ongoing implementation stages (elaboration and submission of activity reports, used working tools, encountered difficulties, proposed solutions, etc.) and discussions among the project team members in order to identify potential problems encountered during implementation of activities (analysis of the degree of progress according to the work plan, analysis of compliance with the quantitative and qualitative parameters of the investment, framing the established budget, etc.).

Activity T.1.1 - Acquisition of the monitoring system of environment by partners from Romania, Republic of Moldova and Bulgaria
All partners involved in the project will purchase a multi-agent monitoring environmental station in order to provide information about emission levels using remote monitoring and reporting of noise, dust and vibration and, thus, obtain an overall view of the actual situation of the environmental parameters in the partner countries and thus in Black Sea Basin area.

Activity T2.3 – Preparation for emergency interventions of volunteers, local public authorities and institutions targeted by the project, through training and simulation exercises representatives to be able to intervene in emergencies
The training and stimulation exercises will prepare volunteers and will give them specialized skills for acting in emergency-environmental situations. Annually, these trained teams will be able to transfer information and participate alongside the professional teams on emergency situations.

Group of Activities T4 Development of the intervention capacities in Black Sea Basin in environmental and other risks hazards
By the end of the project, Ungheni District Council will have an improved capacity to intervene in environmental and other types of risks emergency situations, by equipping 5 coordination points.

Activity T4.3 Procurement electronic siren system and specific accessories, equipment for voluntary teams
Ungheni District Council will improve its’ capacities in addressing challenges regarding environmental and other risks hazards, such as earthquakes, floods and forest fires. This activity will endow Ungheni District Council’s material base with an electronic siren system and specific accessories, equipments for voluntary teams.
Results:
Activity T4.4 Training services for the use of equipment and for the preparation of emergency rescue teams
4 training seminars will be organized with the participation of members of the volunteer rescue teams. The participants will receive specialized training and informational materials.

Activity C.1 Communication start-up activities.
Ungheni District Council has distributed the press release in the local media. The press release observed the stipulations and template of the Communication and Visibility Manual of the Programme, with the specific mentioning that the funding was provided by the European Union, with the amount in both euro and local currency.

Activity C.2 Public events
A round table event for launching the project was organized on 17.10.2018 in Ungheni, Republic of Moldova. The representatives of partners, local, regional, national public authorities, specialized institutions, infrastructure and (public) service providers, interest groups including NGOs, higher education and research, mass media, general public were invited. Promotional materials created on templates provided by Communication and Visibility Manual of the Programme were disseminated.
Results:
This final round table event will be organized in Ungheni, Republic of Moldova. The representatives of partners, local, regional, national public authorities, specialized institutions, infrastructure and (public) service providers, interest groups including NGOs, higher education and research, mass media, general public will be invited.

Activity C.3 Promotional materials
The production of promotional materials will be limited to what is absolutely necessary. Implementation team members will submit to the JTS for approval all information and publicity materials used in accordance with the information and publicity measures mentioned in the Communication and Visibility Manual of the Programme. The promotional materials will ensure the visibility and adequate promotion of the project, the objectives and results to be obtained at the end of the implementation period.
